Car recycling is an important aspect for any state. The event itself allows you not only to get rid of your car if you couldn’t sell it, but sometimes even to get a discount on a new car. However, this procedure also has fees that are deducted from vehicle owners. It is worth recalling that the recycling fee for cars in the Russian Federation is planned to increase by 10-15% in 2022.
Car recycling helps to monitor the environmental background in the country, which is also an important aspect. In addition, many of the cars for which the car recycling program was created in 2022 are not simply recycled. Many of their parts and modules are fully refurbished, refurbished, and, if possible, reused on aftermarket vehicle markets, or simply sold as spare parts with little wear and tear.
Recycling mainly concerns the following parts of transport:
- ICE of different types;
- Electric motors;
- Transmission;
- Body parts (fenders, doors, hoods, trunks, etc.);
- Shock-absorbing struts;
- Electronics (if it is available and in good working order);
- Glass;
- And much more.
It is worth taking a closer look at how car recycling will occur in 2022, what changes are coming in this event and what you should be prepared for in the financial aspect of this topic.
State program for car recycling in Russia
The car recycling program itself, the terms of which can be read on the official website, was launched in 2010. It was interrupted in 2011, but resumed again in 2014. During all this time until now, the event has undergone many changes, both procedurally and financially. Now a person can hand over a car for recycling by paying a fee for this event directly from the dealer at the car dealership, while the client receives a very large discount on a new vehicle, buying it at the same car dealership.
This provides great benefits for the state, the client, and the dealer.
The country, in this case, gets the opportunity to control old cars so that they do not turn into garbage dumps. The client receives a discount on a new car, and this is an excellent saving, considering today’s car prices. The dealer receives a reduced tax on his activities, spare parts, and an influx of new customers.
Terms of disposal of AvtoVAZ
There is no information about discounts for the sale of Lada cars under the recycling program in 2020 on the official AvtoVAZ website, nor is there any information about the extension of the state program this year.
When purchasing a car under the recycling program, AvtoVAZ offers a discount on its models in the amount of 20 thousand rubles. Vehicles that meet the following requirements are allowed to be recycled:
- is registered with the state;
- age – from 10 years;
- owned by the program participant for at least 1 year.
It is important to take into account that the AvtoVAZ recycling program, like other manufacturers, provides for the simultaneous fulfillment of these conditions.
Previously, in order to legally carry out this procedure, the vehicle first had to be deregistered with the traffic police. But from July 10, 2017, it is necessary to hand over the car for recycling, receive a supporting document (disposal certificate) and only then deregister it. In this case, there is no need to pay the state duty and services of an enterprise specializing in this type of activity (if a recycling fee has been paid).
You cannot exchange an old car under the recycling program for another, newer, but also used car. This is how the government stimulates sales of domestic automakers, thereby increasing the amount of tax revenues to the state budget.
Car models participating in the state program
Almost all LADA models participated in the AvtoVAZ recycling program in 2019, with the exception of the Kalina Sport NFR (136 hp).
In addition, the recycling of VAZ cars allows car enthusiasts to profitably purchase some models of foreign cars, the assembly of which was carried out on the territory of the Russian Federation. Their list is limited to the following positions:
- Renault,
- Ssang Yong
- Ford
- Nissan
- Skoda,
- Opel
Discount amounts for cars returned under the recycling program
The amount of discounts under the recycling program is a value derived from the type of vehicle that the car owner hands over for recycling, the amounts allocated by the state, and the policy pursued by car factories. Recommendations from the Russian Ministry of Trade regarding discounts on recycling certificates are presented in the table.
Vehicle type | Discount amount, thousand rubles |
SUVs | 90-140 |
Cars | 40-175 |
Trucks, buses | 90-350 |
At the same time, automakers, within the framework of their policies, can themselves change the amount of discounts. That is, you can’t count on being able to buy a VAZ under the recycling program at a significantly higher discount if you are selling a large vehicle.
As for LADA car models, citizens can purchase almost all of them at a discount, but a relatively small one. As an example, consider the benefits of recycling when purchasing some of the most popular Tolyatti products. Let's start with LADA Granta.
Model | Specifications | Recycling discount, thousand rubles. | Minimum recommended retail price, thousand rubles |
LADA Granta sedan | Power – 87 l. s, 8 valves, 1.6 l, Standard (21901-50-22x), 5 MT | 10 | 329,9 |
Liftback | Power -87 l. p., 8 valves, 1.6 l, Standard (21911- 50 - 000), 5 MT | 10 | 354,2 |
Sport version | Power - 106 hp. p., 16 valves, 1.6 l, Drive Active (21905 – 72 – 015), 5 MT | 10 | 474,9 |
Official car dealers are selling the LADA Vesta car under the recycling program in 2019 under the following conditions:
Model | Specifications | Recycling discount, thousand rubles. | Minimum recommended retail price, thousand rubles |
Classic | Power – 105 l. p., 16 valves, 1.6 l, 5 MT | 10 | 515,9 |
Comfort | Power -106 l. p., 16 valves, 1.6 l, 5 MT | 10 | 568,9 |
Luxe | Power - 106 hp. p., 16 valves, 1.6 l, 5 MT | 10 | 631,9 |
Recycling fee 2022
The Russian state car recycling program in 2022 also has a fee, which the client pays to the dealer, and in return receives a discount on a new car. This parameter is constantly changing from year to year, and in 2022 it is worth being prepared to raise the collection to a higher level.
According to preliminary data, the government is now considering the option of raising the recycling fee from 20,000 rubles to 25,000 rubles for passenger cars.
For trailers, the increase will occur from 150,000 to 187,500 rubles.
The increase in the fee itself is caused by the fact that there are more and more vehicles in the country, and as a result, there is a growing need for careful regulation of recycling, as well as control over the number of vehicles. The increased fee, according to the government, is a proactive measure that will reduce the number of vehicles purchased.
In fact, the increase in cars on the country's roads contributes to an increase in the fee, but also the discounts provided by dealers for their customers who have paid the recycling fee are increasing. Which does not introduce a critical imbalance between annual changes and indexation of the fee.
How to get a discount? Step-by-step instruction!
The state car recycling program is a tool that allows the population to replace their outdated vehicle fleet with newer cars that have a lower accident rate and also emit less harmful exhaust gases into the atmosphere. During the program’s existence, more than 130 thousand people have already taken advantage of it. To join them, you just need to have a car that meets certain conditions, as well as find a dealer who will agree to accept it under the recycling program and complete all the necessary documents.
This program brings certain benefits to all parties to the transaction. Manufacturers receive additional income, motorists receive new cars, and the state receives taxes and industry development. There is no clear certainty regarding the extension of the program to 2023, so if you want to take advantage of this program, you should hurry. Many dealership centers provide all possible assistance in completing documentation, greatly simplifying the life of the car owner.

Will there be a vehicle recycling program in 2022?
In addition to vehicle owners wondering how to recycle a car in 2022, many are also wondering whether this program will even work next year. To fully answer it, you should consider the appeal of the Russian government on this matter.
Considering that the government of the Russian Federation is currently trying to make adjustments in the field of car recycling, we can confidently assume that the event will be in effect, moreover, it will also be actively developed and monitored in all areas, including issues of indexation and changes in the conditions of the recycling procedure itself .
Today, any car owner, if he wants to buy a new vehicle, can also use the procedure for disposing of an old car by simply handing it over to a car dealership where he will buy a new vehicle.
At the same time, the client will need to pay a recycling fee of 20,000 rubles (for 2022) for passenger cars.
And for owners of a vehicle with a trailer, you will have to pay 150,000 rubles. Considering that rates will increase next year, it is better to try to get scrapped this year.
What cars can be returned under the recycling program?
This year the government is allocating funds to replace 40 thousand old cars. Money has been allocated for last year's unrealized quota. In total, the state plans to spend 62 billion rubles. Not all models can be submitted, but only those established by the state. Among them there are both cars produced on the territory of the Russian Federation and foreign ones.
Among domestic automakers you can find models from the following concerns:
- AvtoVAZ;
- GAS;
- UAZ;
- IZH-Lada;
- Kamaz.
The choice of foreign cars that can be returned is much wider:
- Opel;
- Peugeot;
- SsangYong;
- Renault;
- Volkswagen;
- Nissan Ford;
- Citroen;
- Hyundai;
- Skoda;
- Mazda;
- Kia;
- Mitsubishi;
Innovations in the recycling program in 2022
Innovations in the field of recycling old vehicles affect not only the recycling fee for cars, but can also affect the very specifics of the event. According to data from various sources, it is assumed that the system will not be simplified, but, on the contrary, may become more technically complex in terms of bureaucracy.
The main parameter that will be changed (presumably) is the fee indexation system.
It is also possible that the coefficient used in calculating the amount charged will be changed. The formula itself by which the recycling fee is calculated is as follows: the base rate (regulated by the government of the Russian Federation), multiplied by a special coefficient. It is the last part that will change upward.
In the area of the recycling plan itself, there are no specifics on the changes being made. But we can also expect that the recycling process will be carried out not at dealership centers, but at special sites. This assumption is based on government plans announced in January 2021. However, it is not known for certain whether such changes will be applied in reality, and how much it costs to scrap a car in 2022.
Program conditions
Like any other procedure, recycling has a number of conditions that allow you to regulate the process itself and the benefits from it for customers of dealership centers and the dealers themselves. A number of basic conditions:
- The owner of the car must own it for a long time before disposing of it.
- The vehicle must be paid in full (not on credit).
- The car should not be leased, but belong entirely to its owner.
- The car must fall under the list of vehicles for which car recycling is provided.
These requirements must be observed and fulfilled.
Even if one of them is not fulfilled, recycling the machine will be virtually impossible. In 2022, these conditions may change, and it is quite possible that new, additional clauses will be introduced. You can always find out about this at a dealership in any city.
Conditions for participation in the program
The Auto Recycling 2022 program has already started. Its conditions differ little from the previous year:
- The brand of the car being rented out does not matter;
- the car must meet minimum technical requirements;
- The vehicle can only be disposed of by the owner. He must confirm this with relevant documents;
- The car is handed over with documents, in particular a technical passport.
If all conditions are met, then you can proceed to registration.
Requirements for a vehicle for recycling
There are also a number of requirements that must be met in order to successfully recycle your vehicle. The main ones:
- If a vehicle is scrapped using the Trade-In system, it must have had one owner within the last 10 months.
- If a vehicle is scrapped according to a standardized program, then it must be owned by one person, and for the last 6 months.
- The car should not be registered for leasing services.
- The vehicle must not be subject to any loan obligations or other situations that may require its return or resale or transfer of ownership.
These are requirements for all vehicles, regardless of whether it is a passenger vehicle, special equipment or a truck with a trailer.
If recycling will be carried out in 2022, then it is best to find out about all changes in this aspect at the dealership centers themselves, or on the website of the Ministry of Industry and Trade, which is also one of the main regulators of this procedure. Also, the latest information on this matter is always available on our website.
What cars can be recycled
In fact, it is possible to take part in the program in 2022 by disposing of any vehicle. It doesn’t matter at all what mileage it has, when it was produced, or what brand of car it is. The law only states that a car to be written off as scrap must be fully equipped. Absolutely all units that are provided for factory assembly must be included in it.
If you want to use a certificate for the disposal of a car with an engine different from the factory one, then it is likely that some difficulties will arise. You will have to provide the unit that was in the vehicle when it was registered.
Cars that can be scrapped in 2022
The list of vehicles that will be subject to recycling is quite large, but the main models are listed below, as well as the amount of compensation for handing over the car to a dealer for recycling:
- Alfa Roma - 50,000;
- "Datsun" - 70,000;
- "Citroen" - 50,000;
- “Form” - 200,000;
- "Kia" - 75,000;
- "Skoda" - 130,000;
- Renault - 50,000;
- Volkswagen - 90,000;
- VAZ - 90,000;
- GAS - 350,000;
- UAZ - 120,000;
- "Peugeot" - 50,000;
- "Mazda" - 95,000;
- "Nissan" - 100,000;
- "Opel" - 140,000;
- SsangYong - 120,000;
- "Hyundai" - 50,000;
- Mitsubishi - 75,000.
The amounts are given in ruble equivalent and indicate how much compensation the owner can expect when purchasing a new car by handing over the old vehicle under the recycling program.
The amount of the purchase discount may also change in 2022. The car recycling itself, the price of the service, as well as the list of cars can be supplemented or changed by decision of the government of the Russian Federation. Specific parameters of changes and information on which aspects they will affect should be expected at the end of 2022, similar to previous periods.
It is also possible that there will be no changes due to the tough situation due to sanctions problems in the import of new cars into the country.
Is the program valid in 2022, with what changes?
Over the 10 years of its existence, the program has been changed several times, new conditions and requirements have been added. Car recycling in 2022 has its own distinctive features:
- Funds allocated from the budget for the Program will be allocated to commercial transport. This measure should help small businesses and individual entrepreneurs;
- Closer integration of this program with the Ecology project is planned;
- The Ministry of Industry and Trade proposes to allocate about 20-40 billion rubles to update commercial vehicles, in particular buses.
Conditions for car recycling 2022 may change. Therefore, check them directly with the specialists of the dealership where you plan to purchase a new car.
How to become a participant in car recycling programs in 2022
To complete the recycling procedure, the vehicle owner must:
- Visit the traffic police department and procedurally remove your car from the official register of the road service. It is not even necessary to transport the car itself; documents for it, a technical passport and a maintenance certificate will be enough.
- Come to the dealership.
- Provide: a passport of a citizen of the Russian Federation belonging to the owner of the vehicle, a certified copy of the passport for the vehicle (where it will be indicated that the car has been in the possession of the applicant for at least 6 months), a copy or original of the act confirming the agreement on disposal of the car at the dealership.
- It is also necessary to provide one of three documents that will confirm that the owner has deregistered the car with the traffic police: a mark in the PTS, a certificate of deregistration, a vehicle registration card with a traffic police stamp and confirmation that the vehicle has been deregistered by the owner.
The dealers take care of all other procedures; the owner just has to wait until the end of the event, receive compensation for a new car and purchase the vehicle from the same dealer.
