Let me remind you that for unauthorized changes to the design in 2022 you can get not only a fine, but also cancellation of registration.

Legality of installing a towbar on LE

The other day, my father-in-law asked whether it was necessary to obtain permission from the traffic police and make changes to the registration documents regarding the tow bar he installed on the VAZ-14.
I was never familiar with the procedure for registering any changes, because... I drive a Shevik LE configuration, where the tow bar and snorkel were provided by the package itself. The reason for his appeal was his dialogue with a friend, to whom our state technical inspection inspectors issued a fine for the tow bar and issued a requirement to eliminate it. I was interested in the legal side of this issue. To begin with, I called the traffic police representatives I knew, there was only one answer - it’s not provided by the manufacturer - remove it or fix it. Nowadays, anything can be legalized. However, I did not receive a clear, competent answer with reference to regulatory legal acts. I started monitoring various forums. The Internet is full of screenshots of official responses from the heads of the traffic police of various regions that there is no need to fix the tow bar. At the same time, there are many examples of holding drivers accountable. The number of articles on this subject only shows that this question is very relevant and there is no clear answer to it! It became clear that in order to determine for yourself what equipment is allowed for a particular car model, you need to look at a document called a Vehicle Type Approval (VTA). Not having my father-in-law's documents at hand, I decided to inquire about this issue regarding my car. A record of the OTTS required for my car is contained in the PTS in paragraph 17. Specifically for the LE version of the 16th year of production, this is the OTTS number E-RU MT-02 B 00821. Imagine my surprise when, after downloading this document, I did not find approval for installing a tow bar.

This brings up the question, what should I refer to when answering the question on what basis do I have the tow bar installed? The snorkel is registered in the OTTS. It is the legal side of the issue that interests me. There were no problems during registration. I am inclined to believe that the traffic police, knowing that Chevys are also sold with towbars, apparently also mistakenly believe that the towbar is registered with OTTS. And yet, why is it not included in the OTTS, if, as they tell us in the salon, the towbar is from the factory, or after all, they install it in the salon without providing us with certificates for it. Should they eventually make it official on LE or not? PS: I wrote a letter to GM AvtoVAZ, they sent OTTS and two certificates for the towbar by email.

What you need to have

You can do without the traffic police. There is a list of technical changes made to the design that do not require approval from the state traffic inspectorate. In order not to be fined or, God forbid, to stop registering your vehicle, you must add to the usual set of documents:

• Certificate of conformity (copy) and passport for the towbar, which comes complete with the towbar. The passport must contain the stamp of the auto center that installed the trailer hitch.
• Documents provided by an auto center that is certified to perform this type of activity. You will be given a copy of the certificate with an auto stamp and a certificate of completion of work.

That is, in fact, the tow bar must be manufactured and tested at the factory for a specific car model. He must receive a certificate of conformity, a copy of which is provided upon sale. And also the tow bar must be installed in accordance with all regulations by a legal entity that has the appropriate permission to carry out this work.

Pursuant to paragraph 5 of the Regulations, the vehicle manufacturer submits an application for approval of a vehicle equipped with a mechanical coupling device or its element, or authorizes the use of a vehicle for towing a trailer of any kind, he must, at the request of the competent authority or technical service of the Contracting Party, provide that authority with the information necessary for the manufacturer of the coupling device or component to properly design and manufacture the mechanical coupling device or component for the vehicle. At the request of a bona fide applicant for possible approval of a type of mechanical coupling device or component thereof, the competent authority or technical service shall provide to the applicant of that application any relevant information specified below and also contained in the communication card given in Annex 2 of the Regulation.

Every vehicle conforming to a vehicle type approved in accordance with UNECE Regulation No. 55 shall be affixed with an international approval mark

The approval mark must be legible and indelible and shall be placed next to or on the vehicle characteristics plate.

In addition, coupling devices and their elements submitted for approval must be affixed with the manufacturer's brand or trademark
